CBP Launches CAPE Phase 1 for IEEPA Refunds

April 20 — U.S. Customs and Border Protection (CBP) activated Phase 1 of the Consolidated Administration and Processing of Entries (CAPE) tool in the ACE Secure Data Portal. Importers and authorized customs brokers can now submit CAPE Declarations through their ACE Portal accounts.

What CAPE Does
CAPE is designed to streamline the refund process by consolidating refunds of IEEPA duties, including interest, rather than processing refunds on an entry-by-entry basis.

Scope of CAPE Phase 1
At launch, CAPE Phase 1 applies only to:

  • Certain unliquidated entries, and
  • Certain entries within 80 days of liquidation
